 Inclusionary zoning is an ordinance that requires a builder of new residential housing to set aside a designated number of units for low- to moderate-income people. (Should the developer refuse to provide these units, then the building permit will be denied.) There are certain cases in which, instead of providing these "inclusionary units," the builder might be required to pay into a fund that is used by the government to provide low-to moderate-income housing.
