Huntington Beach fined over $160,000 for its housing plan. A San Diego Superior Court judge, Katherine Bacal, has ordered Huntington Beach to pay more than $160,000 after the city failed to adopt a compliant housing plan. The order adds $50,000 for every month the city stays out of compliance. The penalties are $20,000 a month for June through August 2026, and $50,000 a month from September onward. The judge had paused the fines earlier to give the city time to get state approval. Then the California Department of Housing and Community Development found that the city had not properly rezoned land for new housing. Mayor Casey McKeon said the city's attorneys would argue the merits of the ruling at a hearing Friday afternoon. It is the latest loss in a long legal fight between Surf City and Sacramento.

Orange moves to turn a former 70-acre quarry into public open space. The Orange City Council approved agreements that set a path for the Sully-Miller property on Santiago Canyon Road to become permanent public open space. The site was mined from 1919 to 1995 and has seen decades of failed housing proposals. Under the deal, the developer Landify will buy the property and prepare it, then transfer it to the city. The city projects no costs for now. Ideas include trails, equestrian uses, habitat restoration and environmental education, but no plan is final. Regional water regulators found arsenic in parts of several soil stockpiles on the site. The current owner must remove that material and do more testing first, so the handover is still years away.

Santa Ana's new Memorial Park pools open to the public on Halloween. City council members and candidates held a ribbon-cutting at the pools before an election, and local kids were turned away. After that drew criticism, Santa Ana says the Memorial Aquatic Center will open to residents on Saturday, Oct. 31. The new schedule gives kids under 16 five hours of swim time each Saturday. Residents 16 and older get about 13.5 hours a week, including lap swimming and water walking starting next week. A former parks commissioner said the limited youth hours miss a chance to keep kids active. The city says programs will expand gradually to full service by spring 2027.

Huntington Beach warns of coastal danger as rain heads in for Halloween weekend. Huntington Beach declared a local emergency on Monday. It said El Niño conditions are pushing tides 1 to 1.5 feet above normal, with heavy erosion at Sunset Beach. Pacific Coast Highway between Warner Avenue and Anderson Street has been closing daily from 10 a.m. to 3 p.m. for tidal flooding. The city also warned that electric vehicles soaked in salt water can catch fire days or even months later. In Laguna Beach, PCH is down to one lane each way because of a cliff crack. Forecasters give Halloween about a 40% chance of rain across the region, with roughly a third to half an inch possible. Showers may linger into Sunday morning.
