We are a growing organization seeking a talented Human Resources Supervisor to join our team as a pivotal member here at PBF Energy. This role is located at Torrance Refining Company in Torrance, CA.

  • The HR Supervisor oversees all activities associated with employee relations, labor relations, recruiting, benefits administration, annual performance reviews, and the scheduling of employees covered by a collective bargaining agreement.

  • PRINCIPLE RESPONSIBILITIES
  • Employee / Labor Relations
  • Administers the Collective Bargaining Agreement in a consistent manner and partners with Company and Local Union leadership to resolve employee concerns
  • Conducts employee investigations and drafts/administers items (to both union and non-union personnel) in accordance with local and corporate policies as well as the Collective Bargaining Agreement
  • Investigates grievances submitted by the local Union and composes grievance responses under the HR Manger’s supervision and ensures responses are in alignment with the Refinery Leadership Team’s perspective
  • Collects and prepares data for Company Proposal Items that will be included in contract negotiations
  • Participates in contract negotiations by developing and maintaining a status report for Company/Union Proposal Items, researching and collecting relevant data, drafting tentative agreements, and providing updates to refinery supervision
  • Updates the Collective Bargaining Agreement following negotiations and ensures accuracy of edits with Company and Union leadership
  • Recruiting
  • Supervises the recruiting process by reviewing status reports of open requisitions and ensuring an accurate and professional process is being conducted with each candidate
  • Conducts compensations analyses and obtains appropriate approvals to ensure the candidate is extended a fair and competitive job offer
  • Assists with recruiting efforts during high volume recruiting periods
  • Annual Performance Reviews
  • Develops the Annual Performance Review Timeline in conjunction with the HR Manager
  • Creates and implements training for supervisors to ensure that performance reviews are written in an effective and professional manner
  • Ensures timely completion of performance review administration and to ensure performance reviews contain quality content
  • Assists supervision with drafting performance reviews as needed
  • Monitors the completion status of assigned performance reviews
  • Benefits Administration
  • Supervises the Open Enrollment sessions to ensure that all employees have an opportunity to attend and/or review benefits information
  • Fulfills the Benefits Partner role as needed for backup purposes
  • Resolves complex benefits issues as needed
  • Maintains compliance with federal, state, and local employment and benefits laws and regulations
  • Scheduling of Represented Employees
  • Provides guidance and resolutions to the Operations and Maintenance Schedulers/Timekeepers on unique situations in compliance with the Collective Bargaining Agreement
  • Maintains a collaborative relationship with the local Union when handling unique or complex situations
  • Miscellaneous
  • Creates and maintains HR metrics to effectively communicate information with the Refinery Leadership Team
  • Maintains the site’s Headcount Report, New Hire Report, and Employee Separation Report and distributes to appropriate stakeholders
  • Conducts compensations analyses for internal promotions
  • Conducts exit interviews with personnel leaving the organization and provides summaries to appropriate supervisory levels
  • Develops and conducts various HR training sessions to communicate policies to refinery personnel
  • Drafts various employee announcements to ensure alignment on personnel changes, policies, etc.
  • Composes, revises, and ensures job descriptions for refinery positions are accurate and updated on a set frequency

  • JOB QUALIFICATIONS
  • Required:
  • Bachelor’s Degree required (preferably in Human Resources or related business field)
  • Minimum of 8 years of Human Resources experience
  • Minimum of 2 years of labor relations experience
  • Preferred Qualifications:
  • Oil and gas experience highly desired
  • Experience working with rotating 12-hour shift workers
  • Supervisory experience
