Gov. Andrew Cuomo sexually harassed employees and touched women as an office culture filled with fear and intimidation allowed his behavior to continue, according to a bombshell report from the New York Attorney General’s Office on Tuesday.

Outside attorneys hired by state Attorney General Letitia James found that the third-term governor groped an assistant inside the Executive Mansion and would grab her butt during hugs.

The report uncovered new complaints against the governor, including that he sexually harassed a state police trooper assigned to his protective unit. That conduct included Cuomo running his hand over the trooper’s stomach, running his finger down her back and kissing her on the cheek, the attorneys found in months-long investigation.
