JOB DESCRIPTION
Basic Function
To provide technical leadership in project management, systems integration, and systems architecture and to perform complex Systems Administration tasks on large, complex projects.
Example Of Duties
Performs complex Systems Administration tasks in a MS Windows Server and VMware virtual environment
Defines and improves upon system monitoring for Metro's IT infrastructure
Performs administrative functions in Office 365, including Exchange Online, SharePoint and Skype for Business
Assists with administration of firewalls and other security platforms
Identifies, diagnoses and resolves system problems, of varying complexity levels, involving interoperability between several technical components, and client interface
Researches, identifies, and refers complex technical problems related to platform management, database administration, network connectivity and desktop support to the appropriate ITS operating unit for resolution
Advises user departments and other Information Technology Services support teams on system requirements and enhancements
Prepares project reports such as technical overviews, client recommendations, alternatives to business requirements, feasibility studies, project proposals, and requests for proposals for the purchase of new software and hardware
Develops software and hardware specifications and standards
Acts as team leader for projects as assigned, organizes and conducts project and status meetings with clients, consultants or other external entities
Ensures that clients have the necessary training and documents to properly utilize computer systems
Participates in the department's information security, disaster recovery, and safety programs
Contributes to ensuring that the EEO policies and programs of Metro are carried out
Requirements For Employment
Bachelor's degree in Computer Science or other related field
5 years' professional/analyst-level experience in managing, designing and implementing complex IT infrastructure systems in a large enterprise environment
Experience as outlined above may be substituted for education on a year-for-year basis
Preferred Qualifications Due to the competitiveness of the recruitment, consideration may be given to those candidates who demonstrate the following additional qualifications:
Experience with Windows server administration, firewall configuration/management, VMware
Systems monitoring and system troubleshooting skills
Experience with Exchange online and SharePoint online
Special Conditions
On 24-hour call, 7 days a week
Overtime, weekend/holiday work required when necessary
Knowledge:
Theories, principles, and practices related to information systems and supported business areas
Project management techniques and tools
VMware administration
Windows and Linux server administration
Office 365 Administration
Concepts of Firewall administration and Information Security best practices
Applicable local, state, and federal laws, rules, and regulations governing information systems for a public agency
Data communications involved in LANs, WANs, and gateways
Advanced capabilities of computers Change control systems and other Information Technology best practices

Function as a technical lead, providing technical project management across multiple projects and concurrent tasks
Perform complex IT infrastructure related tasks in a timely, efficient manner
Analyze situations, identify problems, and recommend and implement solutions in a cost effective manner
Identify and resolve conflicting project and/or client requirements
Understand, interpret, and apply laws, business rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements To support business processes
Prepare reports, proposals, presentations and correspondence in a professional manner
Interact professionally with various levels of employees and outside representatives
Communicate effectively orally and in writing
Meet tight time constraints and frequent deadlines
Multi-task on multiple concurrent projects
Read, write, speak, and understand English
