A viral video is roiling Santa Ana City Hall. Footage from an Oct. 1 arrest near Jackson and Fifth streets shows officers throwing a man to the ground and punching him repeatedly while he was restrained. City council members Ben Vazquez, David Penaloza and Johnathan Hernandez have demanded accountability, with Hernandez calling for District Attorney Todd Spitzer to file charges and the council expected to take up police oversight measures at its Tuesday meeting. Police Chief Robert Rodriguez says an internal review is underway using body-camera footage.
The city of Orange is cutting speed limits on dozens of streets, including Katella Avenue, Taft Avenue and Main Street, with most segments dropping 5 mph and one seeing a 10 mph cut. Streets near the crash-prone Orange Circle roundabout are a priority. The city council unanimously approved a first reading on Sept. 28; a second vote and a 30-day signage period stand between the plan and its rollout. Anaheim and Irvine have already lowered limits on hundreds of roadways under a state law giving cities more flexibility beyond the old 85th-percentile speed formula.
Laguna Beach is preparing for what forecasters call a historic Super El Niño this fall and winter, with the National Weather Service putting the odds above 90%. The push for readiness follows three water-related deaths this summer, including a 5-year-old swept away by a rogue wave at Treasure Island Beach and two swimmers who died off Crescent Bay. City Manager Dave Kiff declared a local emergency in September, ratified by the council, and the city will hold a Super El Niño Community Preparedness Workshop on Oct. 12. Marine Safety Chief Kai Bond is urging beachgoers to check conditions and talk to lifeguards before entering the water.
Garden Grove has joined Anaheim and Irvine in requiring hotels to equip workers with personal safety devices, effective Jan. 1, 2027. Employees working alone in guest rooms will be able to summon help and request reassignment if they feel threatened, with mandatory training and anti-retaliation protections, plus up to eight hours of paid leave to report incidents to police or consult a lawyer. The hotel workers’ union Unite Here Local 11 pushed for the measure but says the final version is weaker than what it originally sought.
