Newport Beach declares a local emergency as the ocean floods Balboa Peninsula. Higher-than-normal surf and elevated ocean levels tied to Tropical Storm Rachel pushed seawater into Balboa Peninsula streets Thursday night. City Manager Seimone Jurjis declared a local emergency Friday to bring in more resources, while six city crews rebuilt sand berms and others ran pumps and opened tide valves. The National Weather Service issued a coastal flood warning for Orange County beaches through 3 p.m. Sunday, with the biggest threat expected Sunday morning when 5-7 foot surf (sets to 9 feet) could coincide with tides above 7 feet. Residents are urged to avoid the peninsula; free prefilled sandbags are available at the city Corporation Yard, 592 Superior Ave.

Santa Ana resident says federal agents broke her tooth during an ICE-watch arrest. Jackie Cordova, a U.S. citizen, told Voice of OC that agents surrounded and tackled her outside the federal building near Civic Center Drive around 4:45 a.m. Thursday while she was monitoring immigration enforcement activity. She says she was maced, pushed against a wall and detained before being released about five hours later with a broken tooth and bloodied face. About 20 people protested outside the federal building; DHS did not respond to questions.

Brea moves forward with $60 million in bonds for affordable senior housing. The Brea City Council voted unanimously this week to finance an 85-unit, five-story affordable senior apartment complex by C&C Development at Mercury Lane and Berry Street. The bonds are issued through the California Municipal Finance Authority and repaid by the developer, not the city. Eighty-four units will serve seniors earning under 70% of area median income, and the city plans to issue a construction permit this month. Brea has permitted only about 4% of its state-mandated housing goal since 2021.
