Orange County News – October 13, 2026

County Teamsters walk off the job. More than 400 members of Teamsters Local 952 went on strike Tuesday after months of stalled contract talks with the County of Orange, with hundreds of county employees picketing outside local landfills instead of working at them. Union secretary-treasurer Eric Jimenez said county officials "chose not to bargain in good faith." In an Oct. 6 letter, staff at the state Public Employment Relations Board accused the county of refusing to meet in good faith, failing to provide counterproposals and using dilatory tactics.

GKN Aerospace agrees to a $125 million settlement over the Garden Grove chemical tank emergency. District Attorney Todd Spitzer and GKN reached a civil settlement over the May chemical tank that nearly exploded in Garden Grove and forced about 50,000 residents to evacuate. The deal folds in the $100 million claims program for affected residents and businesses announced in August (set to open this month), plus nearly $8.5 million to reimburse emergency responders, $15 million in civil penalties, and $1.4 million for an outside monitor to oversee a seven-year safety plan.

Bluff crack closes a lane of PCH near Laguna Beach — and beach sand won't arrive until after El Niño. One southbound lane of Pacific Coast Highway between El Moro and Irvine Cove was closed after a large crack appeared in the bluff supporting the highway, following last weekend's high tides and heavy surf from Tropical Storm Rachel. Caltrans is investigating, and there is no estimated reopening date; Laguna Beach officials warned of delays for several days. Separately, OCTA's board on Monday reaffirmed an emergency declaration to place about 690,000 cubic yards of sand on the south county coast, but shipments may not wrap up until June 2027 — well after the super El Niño is expected to end in March.

Bulldozing along the Santa Ana River draws opposition. Residents and Creek Team activists are pushing back against the Orange County Water District's use of heavy equipment to clear vegetation and sediment from the Santa Ana River, saying it destroys critical bird habitat. General manager John Kennedy told the board the long-standing work readies the river and recharge facilities to capture stormwater this winter, and officials say their state streambed agreement allows it.
