Irvine puts its Great Park "Crescent" plan on hold until the new council is seated. Irvine wants to link the Great Park with the Irvine Train Station and the Spectrum Center by building a walkable, mixed-use district on the 35-acre Crescent site. The city got the land last year in a land swap with Heritage Fields. The concept calls for about 1,150 homes around a main street, plus shops, offices and hotels. Last week the council voted 4-3 to wait until next year before acting on the early designs. Councilmember Mike Carroll said he supports the project but did not want "mega decisions" made on the eve of an election that could bring up to four new council members. The new council is expected to take it up on Jan. 12, 2027.
Anaheim weighs tougher e-bike enforcement as crashes climb. Anaheim police told the City Council that e-bike crashes in the city rose from 2 in 2024 to 16 in 2025, and to 38 so far in 2026. Police Chief Manny Cid said the department has focused on educating kids and families and has issued about a dozen tickets or fewer in the last couple of years. Councilwoman Natalie Rubalcava called it "life or death" and asked police to track the warnings they give out. Santa Ana recently passed its own ordinance that bans e-bikes on playgrounds, sets speed limits, and allows parents to be cited and bikes to be impounded.
State lets OC Water District keep clearing Santa Ana River habitat. The California Department of Fish and Wildlife has agreed to change its streambed agreement with the Orange County Water District. The change will make it legal for the district to keep bulldozing plant growth and sediment in the Santa Ana River, which is becoming habitat for protected birds. It follows heavy public criticism at the district's Oct. 7 board meeting. In July, Fish and Wildlife cited the district for bulldozing a migratory bird nest, and the district is contesting that violation. District officials call the removal work "critical" for water supply.
Faster PCH commutes possible in Laguna Beach and Dana Point. Laguna Beach is asking the Orange County Transportation Authority for Measure M2 funds to synchronize 40 traffic signals (24 in Laguna Beach and 16 in Dana Point). The lights run along about 12 miles of Pacific Coast Highway, from School/State Park to Doheny Road. The grant would cover about $2.69 million, or 80% of the cost. The two cities would split the rest, with Laguna paying a little over $400,000.
La Habra mobile home owners push for rent control. Seniors at Friendly Village Mobile Home Park say space rents are rising 5% to 6% a year, a strain for residents who live on Social Security. On Oct. 19, at Councilman Jamez Gomez's request, the La Habra City Council directed staff to study the residents' rent control proposals and look at what other OC cities have done. There is no date yet for the report.
