Santa Ana orders an independent probe into viral police beating. The Santa Ana City Council voted unanimously Tuesday to have the city attorney and city manager hire an outside investigator to examine the Oct. 1 arrest of Florentino Lopez, captured in a viral video showing an officer throwing him to the street and punching him repeatedly. The council also voted to release the officers' names and body-camera footage if it is legally determined that great bodily injury occurred. Police Chief Robert Rodriguez says an internal investigation is also underway.

OC cities rethink license plate reader cameras. Santa Ana, Fullerton and Brea took up their automated license plate reader programs this week amid privacy concerns and reports of outside agencies accessing local data. San Clemente Beach Trail set to reopen as coastal rail wall nears completion. OCTA says its roughly $93 million Mariposa Point project — including a nearly 1,400-foot catchment wall that shields the rail line from falling rocks and debris — is almost done, with the rebuilt San Clemente Beach Trail reopening this week and a ribbon-cutting planned Friday. The trail portion cost about $24 million, mostly from state and federal funds.
