City Council advances toxic-chemical disclosure rules. On Tuesday night, Irvine City Council unanimously approved new disclosure and zoning rules for businesses that handle acutely hazardous chemicals, Voice of OC reported Wednesday. Operators with a federal-style risk management plan must notify residents within a quarter mile, and new operators would need a conditional use permit from the Planning Commission—giving the city discretion to deny incompatible uses. Staff said more than 1,100 local businesses work with chemicals, but only seven currently require a risk management plan. The push followed May’s Garden Grove chemical-tank emergency that drove mass evacuations in North Orange County and a more recent La Habra chemical cloud. Mayor Larry Agran called greater sophistication welcome while noting more work remains on community safety.
Health officials warn after Orange County West Nile death. ABC7 reported Thursday that the family of Daniel Clavel, 61, of Anaheim, said he died after contracting West Nile virus following weeks in intensive care. Orange County Mosquito and Vector Control said the county has recorded a record 757 mosquito samples positive for the virus this year, with heavy activity in Anaheim, Fullerton, Buena Park, and Los Alamitos and some spread south and east. Officials urge residents to dump standing water, use repellent at dusk and dawn, and cover skin outdoors. The Orange County Health Care Agency reported 21 human West Nile cases as of last week versus one in the same period last year, and said it is investigating Clavel’s case.
Mid-Autumn Festival at the Great Park is tomorrow. The city’s free sixth annual Mid-Autumn Festival runs Friday, September 25, from 5 to 9:30 p.m. at the Great Park Palm Court Arts Complex (8000 Great Park Blvd.). Admission and parking are free; the city suggests Lots 2, 4, 5, and 6 and extra arrival time for traffic. Expect cultural performances, crafts, displays, and food vendors celebrating East and Southeast Asian Mid-Autumn traditions.
