Hurricane Isaias takes aim at the northern Gulf Coast. Isaias, the first hurricane of the Atlantic season, strengthened rapidly overnight in the southern Gulf. As of the National Hurricane Center's 1 a.m. CDT advisory Thursday, it had sustained winds of 75 mph and was moving east-northeast about 445 miles south-southwest of the mouth of the Mississippi River. More strengthening is expected through early Friday. A hurricane warning covers the coast from Ocean Springs, Mississippi, to the Bay/Gulf County line in the Florida Panhandle. A storm surge warning stretches from the Mississippi River mouth to Florida's Steinhatchee River. Landfall is expected late Friday or early Saturday, and hundreds of offshore oil and gas platforms sit in or near the projected path.

Maduro and his wife now face torture charges. Federal prosecutors in Manhattan filed a 30-page superseding indictment Thursday. It charges former Venezuelan President Nicolás Maduro and his wife, Cilia Flores, with conspiracy to commit torture, on top of the narco-terrorism, cocaine-importation and weapons charges they already face. Prosecutors say the couple oversaw a repression system that used electric shocks, asphyxiation, beatings and starvation against opponents. FBI Director Kash Patel said more than a dozen American citizens were among the victims. At a hearing the same day, a judge denied Flores's request for bail on heart-health grounds.

DHS proposes steep new fees for international students' work training. The Department of Homeland Security proposed a rule that would charge schools about $70,000 for each F-1 student approved for Optional Practical Training (OPT) and about $30,000 for each STEM OPT extension. Students currently pay roughly $500 in filing fees. The administration says the change would open more opportunities for American graduates. Universities and immigration lawyers warn it could sharply reduce post-graduation work options for foreign students.

Trump rallies for Paxton in tight Texas Senate race. President Trump held a rally in San Antonio on Wednesday for Republican Senate nominee Ken Paxton. Leon Botstein, who led Bard College for about five decades, resigned all of his remaining positions at the school on Wednesday. Reps. Jamie Raskin and Madeleine Dean had asked Attorney General Todd Blanche and FBI Director Kash Patel to open a criminal investigation into his relationship with Jeffrey Epstein, after congressional investigators released emails between the two men.

Truckers get dyed-diesel relief as fuel costs stay near records. Under a temporary executive order, any diesel vehicle may run on dyed off-road diesel on public roads without paying the federal diesel tax of more than 24 cents a gallon. The national average diesel price was above $6.30 a gallon this week, after hitting a record above $6.50 in September as conflict around the Strait of Hormuz keeps oil prices high.
