FBI arrests Irvine woman accused of acting as unregistered Chinese agent. On Sunday, October 4, FBI agents took Wanying “Heather” Zhang, 34, of Irvine into custody at Los Angeles International Airport as she prepared to board a flight to Shanghai, federal officials said. A criminal complaint charges her with acting as an unregistered agent of the People’s Republic of China. Prosecutors allege that in September 2025 she and an associate traveled to the Seattle area and surveilled a close relative of a senior Taiwanese government official, sending photos, video, and license-plate information to alleged Chinese handlers. Law-enforcement sources told CBS News the target was Ting-Yu Lai, the U.S.-based son of Taiwanese President Lai Ching-te; the complaint itself does not publicly name the relative. Zhang, a licensed California real-estate salesperson associated with an Irvine brokerage, is expected to make her initial appearance Monday in U.S. District Court in Los Angeles. Defendants are presumed innocent unless proven guilty.
