Norte Fire reaches 80% containment as an expected lawsuit points to SDG&E equipment. The Norte Fire remained at 570 acres Monday as containment rose from 60% Sunday evening to 75% Monday morning and 80% by Monday afternoon, according to Orange County Fire Authority updates posted on CAL FIRE’s incident page; the Orange County Register reported that the fire has not grown since Friday. KTLA reported that about 300 firefighters remained on scene, and OCFA’s Steve Concialdi described the work as “a seek-and-destroy mission,” with drone operators using infrared to find hot spots. ABC7 reported that OCFA’s drone program has 20 operators searching the burn area with thermal cameras, and that the two firefighters injured Friday are recovering at home. OCFA Capt. Sean Doran told the Register that crews will spend the week on suppression repair, “repairing (bull)dozer lines and hand lines by restoring drainage and covering disturbed soil,” and that OCFA is working with city partners to prepare for rain and possible mud and debris flows. All evacuation orders have been lifted, though Via La Mirada remains closed north of Esperanza to vehicles and the burn scar remains closed. The seven homes damaged or destroyed were in San Juan Capistrano. The cause remains under investigation. ABC7 reported that Bridgford Law filed a complaint Monday on behalf of a San Juan Capistrano resident alleging the fire was caused by an SDG&E equipment failure, citing an outage the utility reported at 11:31 a.m. Friday, two minutes before OCFA reported the fire; SDG&E confirmed the outage, said it is cooperating with OCFA, and said there is currently no basis to conclude its facilities are connected to the ignition.
Planning Commission approves 108 KB Home townhomes in the Irvine Business Complex. The Irvine Planning Commission unanimously approved KB Home’s plan to build 108 townhomes at the Von Karman Tech Center site, 16842 Von Karman Ave., the Orange County Business Journal reported Monday. KB Home plans to demolish the 99,000-square-foot office and industrial building and build 16 three-story residential buildings on nearly five acres, with 97 market-rate townhomes and 11 affordable homes ranging from 1,239 to 2,286 square feet, according to a staff report cited by the Business Journal. The project does not need a separate City Council vote unless the commission’s decision is appealed, and KB still needs to finalize the property purchase. The approval adds to an office-to-housing wave in the 2,700-acre district near John Wayne Airport, where city zoning allows up to 15,000 new residences; the Business Journal reported the IBC pipeline would reach about 13,800 units with the KB project, and noted that Irvine has issued permits for 7,442 homes, about 32% of its state-mandated target of 23,610 by 2029, according to city data through 2025.

In-person help remains available at the Community Development Assistance Center at City Hall, 1 Civic Center Plaza, and the city said PRISM will later expand to include planning and building permits.
Rain likely Wednesday night into Thursday; voter registration closed at midnight. The National Weather Service in San Diego said low clouds and fog are likely Monday night into Tuesday morning, followed by a cooling trend as a low-pressure system brings showers and a chance of thunderstorms, most likely Wednesday night through Thursday afternoon. Forecasters expect around 1 inch of rain on the Orange County coastal plain and around 1.5 inches on the coastal mountain slopes, with a 45 to 65% chance of 1 inch or more in Orange County; Thursday will likely be the coolest day, and dry, warmer weather returns for the weekend. For Irvine and other inland Orange County areas, the NWS forecast highs of 79 to 83 Tuesday, 73 to 76 Wednesday with a 50% chance of measurable rain, and showers Wednesday night. Monday was also the last day to register for the November 3 election, with the deadline at 11:59 p.m., according to the Orange County Registrar of Voters; those who missed it can still conditionally register and vote through Election Day at any Vote Center or at the Registrar’s office, 1300 S. Grand Ave., Building C, in Santa Ana.
