Norte Fire reaches 92% containment as crews turn to repair work before the rain. The Norte Fire remained at 570 acres Tuesday as containment rose from 80% Monday afternoon to 90% Tuesday morning and 92% by Tuesday evening, according to Orange County Fire Authority updates posted on CAL FIRE’s incident page. FOX 11 reported that crews in the hills around San Juan Capistrano and San Clemente have moved into suppression repair and hotspot mop-up, shredding brush left from containment work and installing straw wattles on exposed slopes to slow runoff and limit erosion ahead of this week’s rain. “We’re fixing the damage that we caused during suppression efforts,” OCFA wildland resource planner Scott Hatch told FOX 11, adding that the work can include dozer lines and fencing. Crews are working 12-plus-hour shifts and using drones with infrared technology to find heat that could reignite; “Even though it seems like the fire is out, what people don’t realize is sometimes these hotspots can end up reigniting and being a problem,” OCFA Capt. Wayhowe Huang said. Via La Mirada remains closed north of Esperanza to vehicles and the burn scar remains closed. Officials confirmed to FOX 11 that no residents were injured; the homes damaged or destroyed were in San Juan Capistrano. The cause remains under investigation.

County says Teamsters strike has cut trash deliveries at Irvine’s Bowerman Landfill. In a 106-page complaint to the California Public Employment Relations Board, Orange County alleges that striking Teamsters Local 952 members physically blocked entry to and exit from county landfills from October 13 through October 17, Voice of OC reported Tuesday. The county says the Frank R. Bowerman Landfill in Irvine, which usually takes in about 8,000 tons of trash a day, took in less than 2,100 tons on four straight days, and that two union members were hit and injured by passing motorists. David Tieu, deputy director of OC Waste & Recycling, said in a statement in the filing that many haulers are taking trash to facilities outside the county and that fatigue among non-Teamsters staff working overtime could force the landfill to shut down if staffing runs short. The county is asking the state to let it seek a temporary restraining order to keep picketers out of the streets outside the landfills. The Teamsters strongly denied the allegations, saying members have peacefully picketed while cooperating with law enforcement, according to City News Service. The union, which went on strike October 13, has its own pending complaint accusing the county of failing to bargain in good faith. City News Service reported that mediation Monday was described as “very promising” by a Teamsters spokesman, and Board of Supervisors Chairman Doug Chaffee said the county is working to schedule a special meeting Thursday that could bring workers back for three days.

Irvine Lake to be drawn down starting Oct. 26 ahead of five-year dam project. Irvine Ranch Water District will begin lowering Irvine Lake on October 26, dropping it from about 735 feet in elevation to about 720 feet and leaving about 300 acre-feet of the roughly 2,800 acre-feet now in the reservoir, SFGATE reported Tuesday, citing district spokesperson John Fabris. The lake, about 750 acres in the foothills north of Irvine and the largest body of freshwater in Orange County, will be completely drained next summer to begin the Santiago Creek Dam Improvement Project, and should begin collecting water again in about five years. Built in 1933, Santiago Creek Dam is classified by the state Division of Safety of Dams as having an “Extremely High” downstream hazard level; the project will build a new spillway, strengthen the earthen dam and replace the outlet tower, and Fabris said it will restore the reservoir to its full design capacity of 28,000 acre-feet. IRWD’s project page lists construction from 2027 to 2030. Fabris said drawing down the lake ahead of El Niño will “ensure we have enough space in the reservoir to accommodate major storms and keep the downstream community safe.” Some anglers are urging a fish-salvage plan, especially for white sturgeon; Fabris said there are no native fish in the lake, that fishing is expected to resume after the project, and that the district is in touch with the California Department of Fish and Wildlife about possible relocation.

Rain arrives Wednesday; three Irvine vote centers open Saturday. The National Weather Service in San Diego said a low-pressure system will bring cooling, showers and a slight chance of thunderstorms, with showers possibly reaching coastal areas Wednesday afternoon and the best chance of thunderstorms late Wednesday night into Thursday. Rainfall from Wednesday through Thursday night could range from around 1 inch near the coast to as much as 2 inches in the mountains of Orange and southwestern San Bernardino counties, and forecasters put the chance of 1 inch or more at 15 to 50% from the coast to the mountains. For Irvine and other inland Orange County areas, the NWS forecast a high around 75 Wednesday with a 50% chance of measurable rain, showers likely Wednesday night with locally heavy rainfall possible overnight, and showers Thursday with a high around 70; warmer, drier weather returns for the weekend, with weak offshore winds possible Saturday. For the November 3 election, the Orange County Registrar of Voters lists three Irvine Vote Centers opening Saturday, October 24, open 10 a.m. to 6 p.m.: the Irvine Civic Center drive-thru (1 Civic Center Plaza), Los Olivos Community Center (101 Alfonso) and Portola Springs Community Center (900 Tomato Springs); 13 more Irvine locations open October 31. The city will also host an El Niño Preparedness Town Hall Monday, October 26, from 5:30 to 7 p.m. in the City Hall Council Chamber, featuring a National Weather Service speaker, with in-person and Zoom attendance.

(Division of Safety of Dams)으로부터 하류 위험도 “매우 높음(Extremely High)” 등급을 받았으며, 이번 공사로 새 여수로(spillway)를 짓고 흙댐을 보강하며 취수탑(outlet tower)을 교체한다.
